Charlotte Street Improvements Updates

The Town of Johnstown began the Charlotte Street Improvement Project in November 2022. This project will improve the condition of Charlotte St. between Jay Avenue (Letford Elementary) and Columbine Avenue (Parish Park), replacing and upgrading aged water and sewer infrastructure, installing a new stormwater system, and providing residents with a smoother, high-quality road and wider sidewalks in the area. 

This project is expected to be completed Summer 2023.

Week 1

Week of November 13

Working: Jay to Estes
Crews are anticipated to complete landscaping work.

Working: Estes to Columbine
Crews are anticipated to begin landscaping work and complete asphalt paving. 

Week 2

In the Week 2 outlook, you can expect to see the anticipated plan of action for the week. 
 

Week of November 20

Working: Estes to Columbine
Crews are anticipated to complete landscaping work and install street striping. 

Week 3

In the Week 3 outlook, you can expect to learn about preliminary work being planned based on the successes and challenges of the work the previous 2 weeks. 

Week of November 27

Working: Estes to Columbine
Crews will address the project's final punch list items and document any landscaping needs to work on in Spring 2024.

For the next 3 weeks expect...

During construction in this segment, the contractor will be moving trash cans to a location for the solid waste trucks to pick up all of the trash and recycling for the residents and then moving the cans back to their home locations. Access is accommodated through the alleyways behind the homes. 

Crews will be occasionally working on Saturdays from 8 am - 4 pm to help with catch up from various weather delays.

What will this project cost, and how is it being funded?

This Town has budgeted $4.5 million for this project. The Town received an in-state grant for $750,000 for this project, which will offset a portion of the cost of the project. 

What's going to happen to the historic trees on Charlotte Street?

One of the main goals of this project is to preserve the trees in the Charlotte Street Corridor. The Town is working with an arborist from SavATree to identify the health of existing trees, the impact of utility lines on trees, and any next steps that may need to be taken. 

What do residents' snow clearance obligations look like during this project?

Homeowners will still be responsible for snow clearance, unless the area has been zoned off for work, in which case the homeowner is relieved of the responsibility. It is unlikely that this will happen if we keep to the project timeline. Contractor offered to note on door hang notices if specific homes will be relieved of snow clearance obligations during specific time periods.

Will Charlotte Street receive new streetlights as part of this project?

Some streetlights along Charlotte Street will be replaced as part of this project, and some may be relocated. 

Is fiber optic planned to be included in this project?

Fiber optic will not be included in this project, however, the Charlotte Street Improvement Project work will not hinder the ability for fiber to be installed in the future. Fiber providers will use existing utility lines if they come into the area in the future.
